The Government's Aim
"The Government wishes to empower local communities to take a more active role in the development of planning policies at a local level and the preparation of development proposals. In this way, development that takes place will better reflect local needs and aspirations and is therefore less likely to be met with resistance from the community. As a result of greater community engagement, communities will therefore be able to develop and exercise a greater sense of control and civic responsibility and a greater quantum of the housing and economic development that the country needs will be forthcoming."
"It is intended that the advice, assistance and guidance being offered through this scheme will encourage more people than is currently the case to step forward to participate in the planning process. We want to provide opportunities to groups who may be entirely new to working within the land use planning system or, indeed, participating in any form of organised community activity. The Scheme also allows for a choice as to who provides the advice, assistance and guidance."
